Hlas Severu (hereinafter referred to as HS) is a fortnightly newspaper for the citizens of Varnsdorf and its surroundings. The publication of the HS is regulated by Act No. 46/2000 Coll. (Press Act) and further by this statute. The publisher of the HS is the Town of Varnsdorf, the rights and obligations of the publisher are exercised by the Municipality of Varnsdorf. The representative of the publisher is an authorized member of the Municipal Council of Varnsdorf.
The main task of the HS is to provide news and information about political, social, cultural and sporting events in the town and its surroundings. In addition, it provides an appropriate space for civic associations, political parties and movements, as well as individual citizens (correspondents) who have the opportunity to express their views on life and events in the town and its surroundings. It also publishes paid advertising. As a rule, 24 issues are published per year, usually 8-12 B4 pages and 2 A4 pages. The number of pages can change if current demand requires it.
The editor-in-chief of the HS is appointed and dismissed by the City Council on the recommendation of the publisher's representative. The city council appoints and dismisses the deputy editor-in-chief and the members of the editorial board on the joint proposal of the publisher's representative and the editor-in-chief of the HS. As a rule, the editorial board consists of 5 members.
The managing editor or, in his absence, the deputy managing editor is responsible for the management of the magazine and its content.
The managing editor of the HS ensures the publication of the Voice of the North for the Town of Varnsdorf on the basis of the contract for the provision of editorial services concluded pursuant to Section 1746/2 of the Civil Code, and the Town of Varnsdorf concludes employment contracts with the members of the editorial board pursuant to Section 76 of Act No. 262/2006 Coll. The editor-in-chief is obliged to follow the recommendations of the Editorial Board when publishing the Voice of the North, in controversial cases the representative of the publisher, who is responsible for the content of the press in accordance with Section 4 of Act No. 46/2000 Coll.
The management of the Voice of the North is regulated by the budget, which is approved by the Varnsdorf Town Council within the municipal budget on the proposal of the publisher's representative and the editor-in-chief.
The price of single copies, the price of paid advertising and other services is proposed by the publisher's representative; the proposal is submitted by the editor-in-chief to the town council for approval.
Organizational services to the publisher, acceptance of advertisements and collection of payments for published advertisements are provided by the authorized employee of the Municipality of Varnsdorf.
This statute was approved by the resolution of the Council of Ministers No. 105/2015 of 12.03.2015 with effect from 16.02.2015.
